Constitutionalism and the Presidency in the Russian Federation

The Russian president, Vladimir Putin, has emphasized the idea that the state should be a leading actor in post-Communist reconstruction. This chapter argues that constitutionalism, in the narrow meaning of the rule of law in the political process, coexists with a mildly authoritarian, state-oriented presidential regime such as the Russian Federation under Vladimir Putin. In Russian discourse, political reconstruction has been seen as cynical ‘political technology’ and Putin’s way to power is the primary example of such a kind of technology. Justifying Civic Activism in Russia and Finland

ABSTRACTIn this article, we present a novel way of researching civil society in a comparative perspective and illustrate it through a detailed analysis of public disputes concerning urban building construction projects in St. Petersburg and Helsinki in 2008–2009. In our illustration, we use justification theory, a line of thought developed by Luc Boltanski and Laurent Thevenot in the early 1990s, but until now little used in comparative civil society research. While this concept marked the political language of unified Italy on the national level, in local administration the legitimacy of political opposition remained an issue of dispute, as illustrated in this analysis of the political language in Bologna's city council. This article briefly summarizes the German research literature on scandal and then outlines a theory of scandal as a socially constructed communication pattern. The theory distinguishes macro- and micro-level approaches for addressing the question of which malfunctions a society selects for scandal. The theme of this article is the the Italian feminist movement of the 1980s. That movement was characterised by political transformation and a crtitique of identity. The article takes as its point of departure the inaugural speech of the movement, the manifesto "Piu donne che uomini" (1983). The analysis that we present is inspired in the work of Michel Foucault. It aims to show to that the production of new feministic subjectivities, when fighting the symbolic dimension of masculine domination, has an intrinsically political character. This article is focused on the reasons for non-participation of African population in immigrant associations. To understand this question, we conducted semi-structured interviews with persons who decided consciously no to participate in associations and organizations that worked with immigrants.
